Right now its not welfare, its a strange pension arrangement.
One other thing about SS. Hitting the cap gives those folks higher benefits. If you raise the cap to 250, what happens to the benefits of folks making 103k, the current cap? not sure.

Any program where the benefits of the poor are funded largely by contributions from the rich is "welfare."
