I think what i-node is referring to is that pols of both parties happily spend the SS surpluses, which will mean at some point, general revenues will have to be tapped to repay those I.O.U.'s

A dollar is a dollar, it doesn't know if it's a SS dollar or not. So it's just part of the deficit, and an accounting trick (the 'unified budget'). And a debt is a debt; if it's to China or Social Security or an old lady holding a treasury bill it still has to be paid.

These guys would have you believe that Social Security is a worse debt because it has a surplus income stream.
