What you label "calling a bluff" is usually making up some other argument and claiming it was what the other was saying.

This is also known as a "straw man".

Why should I present an argument for something I never said?

As Carter made clear, conservation was a way to get to the point where alternative energy sources could take over. One of the alternative energy sources was coal. Another was nuclear. Both helped reduce our use of oil for electricity from around 20% or so to less than 3% when Carter left office.

And there were other technologies that were being funded.
