"I can't understand why your so negative, millions would give a lot to be able to live here, or anywhere in Canada or the USA' very true statement but the reason people can't get in is they try to do things legally. If they crawl under a fence along the US Mexican border than they are home free even if they don't know how to read or write. But if they go through the paperwork they are screwed. Another reason people in under privileged countries would love to live here is because we are over privileged. I'm only speculating but its possible that this could be because of colonialism and economic slavery imposed on them by richer countries un-named
