It'll take that much just to pay the interest on Bush's "borrow and spend" war, without one additional program.

And I'm pretty sure the Democrats can figure out many ways to spend an extra 10% per year. Heck, we saw the "party of fiscal conservatism" do it, so why not the "tax-n-spend" party?

Well the Dem congress has committed to offset any increased spending with either other cuts or with taxes... we'll see if they have the discipline to carry that through.
