This is a link to a public high school's curriculum in the early 2000's in Virginia.

This is from a school that is about 20 minutes from the Capitol on the Virginia side

There are different curriculum requirementts, depending upon the kind diploma being sought. A student heading for college would be required to take foreign language.

Often foreign languages are taken under the category of electives.

You are right about the origins of French and Spanish. Spoken French---I am not surprised your niece switched to French----French is a beautiful language when spoken.

The 6 years of language is likely more than the average---more likely 2 to 4 years.

Yes, high schools require a foreign language. Some lower schools offer it too.

4th year AP foreign languages are so difficult - it is like a native speaker.
