I don't think he was measuring the radiant heat coming from a cloud. Rather the radiant heat reflected or blocked by the cloud.

How stupid your comprehension. Falsification Of The Atmospheric CO2 Greenhouse Effects Within The Frame Of Physics.

What one measures, when the humidity is low enough from surface to space is emissivities that shows there is no heat being trapped that will warm the earth. What one measures as humidity varies is the change in emissivities of the air above from the thousands and thousands PPM increase and decrease of H20.

The lowest clear skies humidity so far has given -89F and the highest clear skies humidity has shown ambient -0F.

But even with a million dollar instrument, one cannot measure any change in emissivities of the air for changes of several PPM of CO2.

That is because CO2 is hundreds to thousands of PPM less than H20 and H20 absorbs more wavelenghts a much larger spectrum of energy than CO2.

All my measurements confirm to me that the analysis of Dr. Gerhard Gerlich and Dr. Ralf D. Tscheuschner

so clearly expressed in the Falsification Of The Atmospheric CO2 Greenhouse Effects Within The Frame Of Physics
