No kidding. The departments I have managed did not get rewarded for being thrifty with money. If you didn't spend it, expect your next budget projection to get cut. If you spent all your budget, then asking for more is usually no problem.


Government is SO huge, on the fed, state, county and municipal level, that people are always going find inefficiencies. And they do so many billions of things every day, from repairing pot holes and stop lights to issuing passports to ..., that everybody takes for granted. Nobody says "hey, that stoplight sure worked great today". They only notice if it doesn't.

I think they get a bad rap on efficiency... but that is a <very> minority opinion. No better whipping boy than government.
