The Russians loved them during WWII. And pretty much everybody makes them. If Saddam didn't have stacks of them, well, that is like saying he didn't have bullets. Sure, it is possible. And maybe the Iranians are stupid enough to supply them. Of course, it is sort of like supplying the Iraqis with sand, but who knows? Brumar is always making the case they are dumber than stones. Odds are much greater that these came out of the ammo dumps. As far as why they haven't been used until now, how can I know? It could be something as simple as the easier methods aren't as effective as they used to be. So they had to come up with something new. Certainly, using those rockets at point blank range is new. They are generally used from miles away. But that takes more than what is being used here. They are using propane tanks filled with explosives. Which fits with an ammo dump because warheads are stored separately. Which is also probably why they were using the warheads in IEDs before. If the Iranians are supplying the rockets, why not some warheads too? After all, they were supposedly supplying them for the IEDs. Oh, that's right. The Shia didn't realize that the warheads could go on the rockets... But, that is right. They are so consumed with hatred that they don't think. They just keep using the same techniques over and over again and don't learn and adapt. So anything new has to be deom some outsiders, who usually can't do that either except for when they do...
