If the Pebble deposit was just a gold mine, I think it would have real trouble getting off the ground. But Pebble holds a vast amount of copper, and copper will be needed to build out the electricity infrastructure in the wake of peak oil.

I think the mine will likely go thru, and the main environmental battle will be over the design and construction specifics. The opponents are rightly concerned that an earthquake could collapse the tailings dam, resulting in a devastating down-stream release of toxins. I think the developers need to improve their design to guard against this. I foresee a multi-year regulatory battle, and possible lawsuits.
