Moving the game starts with the recognition that no control unit can decide what innovation will be valued in the future. Nor is it knowable, who among the population, will contribute the spark, out of which innovation can flow.

This contradicts all the linear programming currently being pushed by world political influencers who are simply projecting self interest which demeans everyone caught within reach of its shadow.

Carters original attempts to shift or rearrange, one control unit for another. It is zero sum thinking. It is epidemic worldwide, lacks bandwidth, and always resolves to self interest.

Moving the game is an amorphous idea that emerges from the collective unconscious of the entire population, leaving the control units breathless and produces enlightened self referencing outcomes. Variables at any time, shape capital. Variables exist as emergent phenomena of collective unconscious.

Just as respected posters on this thread did not properly understand japan, so it is with attempts by most here, to organize outcomes under false contrivances billed as reflexive.

political inertia is a control system producing zero sum outcomes, our political landscape is embedded with it.....and hence its approval rating is below 10%. It is this low approval data that depicts the shortcomings of the inputs allowed into any given systems systemics. (RO/RS=CF)

Our/All politicians total inputs derive to policy, when policy is being rejected by the lions share of a population, it demonstrates systemic largesse and points to systemic corruption.

when the publics view of the outputs of the political process, are considered critically, and summarily rejected, by non participation, systemic change is coming.

Its no different than a recall of a poorly constructed product whether it happens by accident or hubris, the recall is an attempt to make good on a situation gone awry.
