My wife has a friend whose family makes refloresting there and I need to ask about it. They know better.

Minas and Bahia have cheaper land. And it is cheaper because they don't have the infrastructure the southern states have. They don't have the savage capitalism of Sao Paulo, which has the best roads of the country. In S. Paulo roads are privatized and they charge you to travel on them.

Speak Portuguese and are new agriculture frontier. Have lots of black people who came there to plant sugar cane during the slave trade.

You don't need to bribe anybody. The problem is not that is required bribes. It is the system that is slow and peole tend to speed it up by offering bribes.
