Is this really a mental thing - like Gramm says? This is a crisis of confidence and not anything real - problem with marking to market? The perceived market for the moment is terrible and hence these guys have to raise capital. If capital ratios were relaxed, will problem be over? If mark to market rule was relaxed, would problem be over? If the answer to any of these 2 is yes, then we have created problems for ourselves by the need for imposing order. And that is what is causing the disorder.
