Statewide, the Arizona GOP maintains a registration edge of nearly 110,000 voters over its Democratic counterpart.

But that advantage has dwindled markedly since the 2006 election cycle, in which time the ranks of the state Democratic Party have swelled by a little more than 81,000 registered voters.

Meanwhile, the Arizona GOP has shrunk by a little more than 30,000. Independents, swing voters not registered with a recognized party, have been growing fastest of all and now number nearly 733,000.

But over the past quarter, registered Democrats grew faster than Republicans and independents combined.

It's enough to give Bivens hope that his party's current Arizona renaissance won't see a repeat of its mid-1990s crash.

In fact, he calls the potential of a split congressional delegation next year little more than a milepost on the way to another, bigger goal rarely associated with Democrats of this state: majority representation.
