While I don't think we should have gotten into the Vietnam war, I blame Congress and Ford for losing it. We basically had that war won, but settled for a peace treaty, the Chinese funded rebuilding of NVN forces, Congress defunded most of the war supplies, but Ford could have bombed the advancing NVN forces but did not.

The guerrilla war was lost as guerrilla insurgencies usually are. NVN defeated SVN in 1975 by a conventional invasion across the dmz.
