The compaction factor of plant matter to peat to coal is about 10 to 1 by my recollection. A 22m coal seam required accumulation of 220m of plant material with very little clastic input. I don't see how it could have formed in a restricted area. My guess is a large interdeltaic area on the eastern margin of the Cretaceous inland sea, FWIW.
