Yes, but for years they have pretended it's such a small matter that it wasn't worth pursuing. Now they may finally do something as the problem has gotten so big it's no longer hidden, and indeed threatens the health of the market. Because it's the Wall Street financial firms that are threatened now.

it also creates a market for supply and demand on shares.

really it should be banned altogether
