Hmm, Iraq is no longer ruled by a bloody dictator threatening his people and his neighbors. It has an elected government and seems headed toward greater stability (internal and external) than many ME states without having to maintain order the heavy-handed way Egypt, Syria, etc do. Will they maintain this over time? Who knows? But they have a chance.
