You know Hugh, you say that government doesn't work, can't come up with solutions, etc. In the '40's, the leadership became concerned that the Germans might get the A-bomb before we did. They set up and funded a program, and that program yielded a bomb in a little over three years - a feat that wasn't even know to be possible. You have a good point! If the government does this with and impartial agency as they did with this and the space race, yes. But so far that isn't going that way with energy, instead it is a political football.
