Pelosi doesn't have the power to end the war except by shutting down the Pentagon, that is if she could get the 30 or so conservative democrats from red districts to agree. She couldn't. She decided not to go that far. Instead, sher tried to insist on the same time table for withdrawl that Maliki is demanding. And which our forces desperately need. Some people think she made a mistake, some a smart calculated move to wait out the criminal Bush-Cheney regime two more years then avoid the veto pen with an honest non war-loving president, meaning Obama. Frankly, I wish she'd impeached the crooked bastards and we'd all stormed DC and put their heads on poles. They deserve no less that Hitler and Mussolini. They have destroyed out economy and military and a lot more. All for the worst kind of motives too.
