The Odebrecht Group, an engineering and construction powerhouse from Brazil, has built one of the largest dams in the world and the longest bridge in Europe. The company emerged unscathed from one of the biggest corruption scandals in recent Brazilian history, and its 77-year-old founder has become something of a corporate guru by penning his thoughts about the "Odebrecht Entrepreneurial Technology" in five volumes. In South Florida, subsidiary Odebrecht Contractors of Florida has quietly become the dominant construction company in Miami International Airport's $4 billion remodeling effort, as well as a major contender in big highway projects. The nearly $400 million earned from local public works projects is a testament to Odebrecht's ability to thrive in a competitive market that has witnessed the demise of more than a dozen foreign construction firms Luis Oswaldo Leite, president of Odebrecht Contractors of Florida, traces the company's success to its strategy of long-term market penetration instead of short-term gains. "We don't go after opportunity -- we go to develop the market," Leite said. "When we started here in 1991, we started with the exact same idea: to establish ourselves and then learn and develop a network." Others ascribe the company's success in Miami-Dade to its prowess in bidding and its political savvy, which includes a cadre of lobbyists. "Odebrecht bids very aggressively, very competitively," said Gary Dellapa, the county's aviation director. "They perform satisfactorily -- they do very good work." Odebrecht has already won contracts for $248.3 million in work at Miami International Airport, almost 20 percent of the $1.3 billion in improvements since 1996. New cargo buildings
