You have yet to establish that ('was not the only way to qualify') as indisputable 'fact' for someone born in the Zone in that year...

To the extent that point is in dispute, than that point is the issue, get it?

But I believe it's fair to say that the passage of that law suggested that there would have been doubts prior to the law's passage about the Presidential eligibility of someone born in the Zone earlier.

1 - You have to consider the possibility that the law applies retroactively.

2 - The passage of the law implies doesn't imply a lot of doubt before hand, only the existence of any slight degree of challenge or doubt, or concern that some challenge may at some point arise, that congress wanted to totally forestall and close off.
