The problem is that blacks aren't exactly immigrants.

I expect Latinos to have a relatively high dropout rate, especially given how many of them are 1st generation "anchor babies," but blacks have been here for generations. You can point to a number of factors working against the black population, but when even Latinos are bypassing them on the road to the American Dream, that's when you know the problem is urgent.
