Paul,

I've long held the belief that the Japanese actively manage/intervene. That is why I laughed so hard at Ben's assertion that <intervention> sometimes happens and blah, blah, blah, it is not so effective.

It is becoming much clearer to me that Ben is as big a liar as the rest.

So yes, I think they are very active right now, and very pleased to help. Very pleased.
