Yes that a problem.

Special interests push all sorts of actions, and then sometimes the general population of voters pushes either highly specific types of interventions, or just a general "do something" without the something being specific, but with non-interventionist policies being likely to satisfy or placate the demand for action.

If extensive government regulation or taxes, have clearly caused the problem, than deregulation and/or tax cuts can satisfy the "Do something" imperative, but that isn't always the case.
