Military power is almost without dispute, seen as something that should be concentrated (at least when necessary, and many would say "always") in the hands of the central government.

If Germany is at war with France, France probably doesn't want to have a dozen armies from a dozen provinces fighting a unified German army.

But while its pretty clear in that specific case, that doesn't really imply anything about the more general case of peacetime decision making.
