You have several times obliquely made reference to such a law, but I have no idea WHAT law you are referring to, and I can't recall you ever posting it's name or date.

Can't have any comment until/unless I understand what you are referring to.

(Like I said... I *know* that Congress [not to fail to mention the Executive] sometimes bends or even breaks our laws by actions that they take... but I used to remember from my elementary school days, that our Constitution has a FAIRLY FIRM and DIRECT BAN on ex post facto laws. Whatever happened to our 'highest law', the Constitution of the United States of America? For... if some of it's provisions can be ignored at will, I'd like to see an updated list of 'what parts of the Constitution' are vaporized in this Brave New World now....)
