The bigger question is, why California banks? I don't think they have a corner on the toilet market. Pretty much all banks are in the same boat. I think!

"allowance for credit losses" is an income statement line and can be affected by a prior under- or over-accrual.

"non-performing assets" is a balance sheet line and it also can be affected by a prior under- or over-accrual.

My first reading was muddy. I might take another look later.
