Saddam was not really into mass murder. He never let off a bomb like Hiroshima for example. That was MASS murder. Saddam's troops used gas on a few thousand Kurds, which was a comparable total war approach but of tiny proportions compared with Stalin, Mao and any number of people who did mass murder.

He was ever only convicted of some minor crime. It was more than over-parking, but it wasn't world class genocide.
