I see this move by the Bush Administration (with credit to Condi) as something of a masterstroke. The Iranians had come to believe we would never talk at any level and so made some representations about what they might do (even "would do") if good faith negotiations could ever be held.

Voila! Condi paints them in a metaphorical corner and then we begin the process of beginning to build a physical presence in Iran, diplomatically.

This is the kind of multi-level engagement that used to charactorize U.S. policy.

Kudos to Mr. Bush and Condi....they have the high ground now.
