That might be a too simplistic generalization. The Russian discovery was probably one where all the drilling equipment was already in place and they were just poking around sideways or something. For offshore drilling in US waters, we'd have to find the oil, build the rigs and man them, and then begin drilling. Even if we had not government obstacles in place, which we know there is a lot of red tape, then it would still take a very long time. 2 months is not a likely scenario for drilling in the US.
