"Dead zones" in this context are areas where the bottom water (the water at the sea floor) is anoxic — meaning that it has very low (or completely zero) concentrations of dissolved oxygen.

That's the whole purpose of the biological pump, to sink the CO2 to the bottom of the ocean.

But that doesn't explain the "dead zones" in the ocean's SURFACE, which is due to lack of nutrients.
