At first I was thinking a draw down of the SPR was a dumb idea, but then I looked into it. They have the capability to put 4.4 mbpd of oil on the market. Since current estimates are that demand outstrips supply by 4 mbpd, a drawdown would bring immediate equilibrium to the market, which would immediately drop prices by a significant amount. Not a bad idea at all. If I was President, my plan would be as follows:

1) immediate maximum drawdown of the SPR for at least 45 days to get us through the rest of summer.
2) immediately open up offshore drilling on all US coasts and in ANWR
3) immediately work with Congress to remove all tax incentives and subsidies for oil companies and for large vehicles
4) immediately work with Congress to pass a bill to spend $10B per month bill on tax incentives for companies producing alternative energies, for customers who buy alternative energy products, for hybrid and electric cars, for wind, solar, and all other alternative energies; and I'd pay for it by bringing our troops home from Iraq
5) I'd make it 100% clear to the EPA and Federal Bureau of Land Mgmt and all other gov't agencies that any obstruction of oil drilling, nuclear power plant, or alternative energy permits will be met with all the power I can muster to remove them from office; in addition, I'll create fast track legislation for all three of those to streamline all gov't approvals and processes
6) lastly, I'd work with Congress to pass carbon trading legislation with progressive mandatory caps on carbon emissions and a moratorium on all coal plants and I'd work with the Kyoto signatories to merge our plan with theirs over time

Then we'd be on our way to creating millions of new jobs in this country based on green energy, we'd be on our way to destroying our oil addiction for all time, and we'd make our nation more secure economically and from our worst enemies.
