I haven't seen the details, but I'm sure there are ways to manipulate the data and come up with a 30-year discrepancy. There certainly must be. But it can backfire. Paul Wellstone, in '97, famously visited northern MS (Tunica) to show what a slum it was. Basically, visiting places JFK had visited to show, "Hey, the problems are still here". The problem was, of course, that Tunica is now the third biggest gaming destination in the nation, one that admit to having frequented. And it is strange -- casinos in the middle of cotton fields -- but the blight is gone. Nice new highways; nice new health care facilities. And thousands of previously impoverished blacks now gainfully employed with benefits, nice housing, nice cars, and undoubtedly in some instances, savings accounts. Mississippi still has its rough areas, e.g., those not near the river. And the casinos aren't the solution to all problems. But it IS possible, with the help of a little capitalism, for a Mississippi to dig out of its poverty, and that has been proven. Why a shorter lifespan? I couldn't begin to guess. Could be all those 'chitlins, I guess.
