In terms of the time taken by red tape on, drilling, we probably should move in Russia's direction. I'm not sure red tape is the real reason it takes us longer to drill (if it even does). In our JIT mindset, we probably don't have the equipment ready. The red tape is probably done in the same time frame as the other processes. But certainly central government control gives advantages... the downside of democracy. Of course we avoid the little things like Chernobyl (sp??? - too lazy to look it up so please read phonetically).
