If you managed to insulate the half of the thermometer bulb facing away from the parabolic reflector with polystyrene, I think you could get a temperature delta of about 10 degrees C. Room temperature being 20 dec C, Ice being 0 degree C and 50% of the heat conduction being by radiation.

Assuming some errors, like not hitting the exact focus point, I would say 5 deg C delta would not be an unreasonable expectation.
