I honestly do not know whether eye contact with bears is advisable.

I've never had the occasion, but instinctively I would tend to yell at the bear, wave hands to make myself look bigger, and advance a few steps. Bear in mind that I have had no surprise encounters with bears. The closest I ever got was when I tracked one to his den and poked him with my rifle barrel. He swatted at it, but I backed off and left him for his winter slumber.

Don't run away. That might provoke a chase, and it's doubtful you could outrun a bear.

You want to make eye contact and you want to raise your arms over your head and make yourself appear as big as possible while making noise. If the fake charge turns into the real McCoy then you want to get down and play dead and try and protect the back of your neck and vital organs.

Do not under any circumstances run no matter how much you want to.
