No, fascist regimes get their start when an extreme right wingnut paranoid authoritarian is elected in a democracy. I hate to break it to you, but fascism is an inherently liberal outgrowth. One need only look back to the rise of Mussolini to understand the direct connection with liberalism. The same can be shown of the rise of Nazism.
