There has been growing interest in this again. Pilot studies can be done with the ISS. Then, if feasible, we build a Lofstrom loop or maybe a Project Orion craft. The Project Orion craft would enable us to put up a lunar base in one shot and produce the powersats with lunar materials. A Lofstrom loop would mean using Earth materials. Either way, we get low cost access to space and have put into place an infrastructure that opens the solar system to us in addition to the powersats.

And it would be cheaper than the Iraq war with an actual payback.
