"Officials fear Dolly could break Rio Grande levees"

That would be too bad. Even that last time I was in Big Bend National Park, which was 25 years ago, there were signs at the Rio Grande saying not only to not drink the water, but not to get the water on your SKIN.

Apparently it was so polluted even then by Mexican sewage and industrial dumping that it was that bad. Many Mexican border towns just routed their sewage straight into the river.
