Dave, its certainly not legal but a huge majority of penny stocks put out pr's that are lies, exaggerations and or misleading. The SEC lacks the manpower and perhaps the desire to do much about this. The reality is that in "pennyland" PRs should be viewed as not true until proven otherwise. That of course is the hard part...proving PRs of penny stocks is very difficult or impossible often. Because so few crooked penny stock managers get in trouble with the law they feel they can get away with almost any amount of BS and pay no price. This has been an expensive lesson for me as well.
