A Chinese oil firm is drilling for oil ON-SHORE in Cuba... and is conducting seismic surveys (no drilling...) in some fairly in close Cuban territorial waters --- but is not doing, and has not done, any drilling anywhere close to American territorial waters. Vice President Cheney's office has already apologized once for 'mistakenly' repeating this canard.
