Apparently it refers to laws or regulations on the books, but perhaps not what is commonly practiced on the part of authorities.

I haven't done any further investigation.

It's disconcerting, perhaps, but it's not under our door. We could also get worried about government intrusion in China, but it really isn't really predictive of trends here.
