Civilian deaths started to decline in early 2007.

Now, coalition deaths did drop in July of 2007, but there is usually a drop in June or July and starts to climb later in the year. The heat has been credited with that.

Now, unlike previous years, there wasn't a climb when things started to cool off. So the surge has likely helped. It certainly hasn't hurt. But, the trend was there before the surge in the civilian casualties.
