Then the Reg SHO list is fiction?

If the system works as you describe, then it would be impossible to have "fails to deliver". There are $9 billion in fails every day on US exchanges. I guess those bicycle courier boys get a lot of flat tires, or is it just the pony express horses sometimes throw a shoe causing the records to arrive late?

Of course you are right in that the short selling records COULD be kept accurate and timely, but in fact there are a influential group who profit by the lack of proper reporting and oversight.

The protestations which deny the naked short selling and illegal short selling seem to come almost exclusively from those associated with that group...
