Your political dyslexia is growing more severe. Clinton dropped the ball when decisive moves after radical Islamists first terrorist attack on the World Trade Center, and Osama's bombing of the USS Cole & US embassies could have neutralized alQaeda prior to Sept 11, 2001. Bill had enough evidence to apprehend Osama, and in fact was offered OBL by Sudan, when he refused to do so due to his concern the UN might not approve.
