Legal if the job applicants indicated they would refuse to wear the required McDonalds uniform while working, illegal if McDonalds declined to hire them because McDonalds doesn't want to hire Muslims.

Also legal if they had a poor work history, smelled of cabbage, had huge goiters, etc.

That is assuming it is a federal case, local laws may differ.

That statement is not useful. The "who" clause is ancillary as written. Were they not hired BECAUSE of their attire when applying?
