Not precisely true. One of the largest methane clathrate fields in the world exists off the coast of Washington state. A&M has a large drill ship that is part of the International Offshore Drilling Program and the pulled some cores there a few years ago as part of a grant to assess the field.

Just read up on MC; MC doesn't sound to be as destructive to the environment as oil.
