CDMA systems minimize transmitted power to just enough to have communication at the base receive antenna.

The peak power, which is the biologically relevant number, is higher in a TDMA system. If the transmitter is only on for 1 out of 8 slots, it must be, at a minimum, 8x stronger. As you ~concentrate the information to be sent into a shorter period, you must increase the bandwidth used to transfer the information. This allows a corresponding larger amount of noise into the receiver which must be counteracted by adding more transmit power.
