Another stupid move by the Bush administration.

The liberal Congress fell all over themselves to do it. Don't see how it is a Bush Administration at all.

Bush and the GOP were pushing as hard if not harder than the Dems. Without Bush on board, it would never have happened so it becomes Bush's baby.
